Information

Tournament Format

 

The 10 teams are divided into two, five-team groups in the Preliminary Round.

After a single round-robin series in each group, the top three teams from each group advance to the Playoff Round while the fourth and fifth placed team in each group moves to the Relegation Round.

 

The top-seeded team from each group will receive Quarterfinal Round bye thus moving automatically to the Semi-Finals. The second and third placed teams from the Preliminary will play a cross-over Quarterfinal game. The winner of each Quarterfinal moves onto the Semi-Finals, while the loser will play a placement game.

The winner of each Semi-Final game will move onto the Gold Medal Game, while the losers will play in the Bronze Medal Game.

 

Relegation format

The four teams in the Relegation Round play a single round robin series. The three teams which finish first, second and third at the end of this round play again at the 2014 IIHF Ice Hockey U20 World Championship, while the fourth-place team is relegated to the Division I Group A. Teams carry over the points they earned from the Preliminary Round from the game against the other team from the group participating in the Relegation Round.

Three Point System

For all games points shall be awarded as follows:

  • 3 points for the winning team at the conclusion of regulation time
  • 1 point for both teams at the conclusion of regulation time if the game is tied
  • An additional point earned for the team winning the game in a 5-minute overtime period, or the Game Winning Shots Procedure if the teams are still tied following conclusion of the overtime period
  • 0 points for the team losing the game in regulation time

Overtime Operations

If a game is tied at the end of regulation time, a five-minute overtime period shall be played immediately after an intermission of three minutes. The teams will defend the same goals as in the third period. The game will end when the five minutes has expired or when a goal is scored; the scoring team will be declared the winner. If no goal is scored in the overtime period then the Game Winning Shots Procedure will apply. All overtime periods of any IIHF game shall be played with each team at the numerical strength of four (4) skaters and one (1) goalkeeper.

Overtime procedure in Play-Off Games:

  • In case of a tie at the conclusion of regulation time in a Quarter Final, Semi Final and Bronze Medal Game, there will be a 10-minute sudden-death overtime period played, following a three-minute intermission.
  • The teams will defend the same goals as in the third period.
  • The team, which scores a goal during this period is the winner.
  • In the Gold Medal game there will be a 20-minute sudden-death overtime period, following a 15-minute intermission during which the ice will be resurfaced.
  • The teams will change ends.
  • The team which scores a goal during this period is declared winner.
  • If no goal is scored during the sudden-death overtime, there will be Game Winning Shot (GWS) competition ("shootout") according to the Game Winning Shots Procedure.

Game Winning Shots Procedure

If no goal is scored in the overtime period then the Game Winning Shots (GWS) procedure will apply. The following procedure will be utilized:

  • Three different shooters from each team will take alternate shots, until a decisive goal is scored.
  • If the game is still tied after three shots by each team, the GWS will continue with a tie-break shoot out by one player of each team, with a reversed shooting order. The same or new players can take the tie-break shots.
  • The same player can also be used for each shot by a team in the tie-break shoot-out.
  • Only the decisive goal will count in the result of the game.
  • Shots will be taken at both ends of the ice. The area of the ice to be used will be dry scraped.
  • A coin toss will determine which team takes the first shot, with the winner of the toss having the choice whether his team will shoot first or second.
  • Any player whose penalty was not over when overtime ended cannot take the shots and must stay in the penalty box or in the dressing room.
  • Once named, players may only be replaced in the event of injury or penalty.
  • The substitute stand-by player is placed last in the shooting order.
  • The goalkeepers will defend the same goal, as determined by the Referee. The goalkeepers from each team may be changed after each shot.
  • The players of both teams will take the shots alternately until a decisive goal is scored.
  • The decisive goal will be credited to the player who scored and to the goalkeeper concerned.

Tie breaking formula

The tie-breaking system for two teams with the same number of points in a standing will be the game between the two teams, the winner of the game taking precedence. 

Due to the fact that the three-point system does not allow a game to end in a tie, then the following tie breaking procedure is applicable when three or more teams are tied in points in a Championship standing.

Should three or more teams be tied on points, then a tie breaking formula will be applied as follows, creating a sub-group amongst the tied teams. This process will continue until only two or none of the teams remain tied. In the case of two tied teams remaining, the game between the two would then be the determining tie-breaker as the game could not end as a tie. In the case of none of the teams being tied, the criteria specified in the respective step applies.

Step 1: Taking into consideration the games between each of the tied teams, a sub-group is created applying the points awarded in the direct games amongst the tied teams from which the teams are then ranked accordingly.

Step 2: Should three or more teams still remain tied in points then the better goal difference in the direct games amongst the tied teams will be decisive. 

Step 3: Should three or more teams still remain tied in points and goal difference then the highest number of goals scored by these teams in their direct games will be decisive

Step 4: Should three or more teams still remain tied in points, goal difference and goals scored then the results between each of the three teams and the closest best-ranked team outside the sub-group will be applied. In this case the tied team with the best result (1. points, 2. goal difference, 3. more goals scored) against the closest best ranked-team will take precedence

Step 5: Should the teams still remain tied, then the results between each of the three teams and the next highest best-ranked team outside the sub-group will be applied.

Step 6: Should the teams still remain tied after these five steps have been exercised then Sport considerations will be applied and the teams will be ranked by their positions coming into the Championship (seeding).

Note: If not all mutual games have been played yet in an ongoing tournament, the tied teams will be ranked in the standings according to the following criteria: 1. Lower number of games played, 2. Goal difference, 3. Goals scored, 4. Positions coming into the Championship.

Eligibility

To play in the IIHF World Championship, the Olympic ice hockey tournament and the qualifications to these competitions, players must fulfill the following qualification requirements:

- Each player must be under the jurisdiction of an IIHF member national association

- Each player must be a citizen of the country he represents. 


Acquiring a new national eligibility (The ‘two-year’ case)

When a player has changed his citizenship or has acquired another citizenship and wants to participate for the first time in an IIHF competition representing his new country he must:

- Prove that he has participated for at least two consecutive years in the national competitions of his new country during which period he has neither transferred to another country nor played ice hockey within any other country.

- Have an international transfer card (ITC) that shows the transfer to the national competition of his new country and which was approved and dated at least two years before the start of the IIHF competition in which he wishes to participate.

 

Change of national eligibility (The ‘four-year’ case)

A player, who has previously participated in IIHF competition, can switch national eligibility (but only once in a player's life) if:

- He is a citizen of the new country of his choice.

- He has participated for at least four consecutive years in the national competitions of his new country, during which period he has neither transferred to another country nor played ice hockey within any other country and has not played for his previous country in an IIHF competition during this four year period.

- He has an international transfer card (ITC) that shows the transfer to the national competition of his new country and which was approved and dated at least four years before the start of the IIHF competition in which he wishes to participate.

Bashkortostan

Bashkortostan is a multinational republic of Russia, occupying a 143,600 sq.km territory.

The region is situated in the eastern European part of Russia. The population is more than four million people. Ufa is the capital city with more than one million citizens.

Ufa has extensive experience in organizing of major official international ice hockey competitions such as 1996 IIHF European Junior Championship, 2007 Russia Canada Summit Series; and non-ice hockey events like the 2006 and 2012 Summer Biathlon World Cup, 2007 Ice Speedway World Championship and 2007 Belt Wrestling World Championship, 2009 European and 2012 World Biathlon Championship and 2009 World Championship among Firefighters and Rescuers.

Ufa Arena is home to the Salavat Yulayev hockey сlub. It is the largest indoor sports venue in the Republic of Bashkortostan. Ufa Arena is built at the site of former Trud Stadium, where in 1961 the hockey club from Ufa made history when it played the first international match on natural ice. Unlike most Russian hockey arenas, Ufa Arena was constructed by local builders. The arena was designed by specialists from Ufa's number one architect office, the BashkirGrazhdanProject Joint Stock Venture. The general contracture of the arena was LLC “KPD”. The arena first opened its doors on 27 August 2007 with the Super Series between junior teams of Russia and Canada. Construction works were continued after the Super Series. The first league game was held at the arena on 19 December 2007. Salavat Yulayev Ufa defeated Khimik (now Atlant Mytishi) 3-1. In the 2009/2010 season the games of the junior team Tolpar Ufa of the MHL were held at the Ufa Arena.

The universal sports complex Ufa Arena consists of a main ice rink for 7,950 spectators. Locker rooms, rest rooms for athletes and coaches, rooms for referees, a sauna room, a massage room, a skate sharpening room, and a garage for two Zambonis, medical examination rooms and a doping control room are situated on the ground floor.

The arena has four levels: there is access to all sectors, via entrances on the second, third and fourth levels. On the third level there are VIP boxes, a media centre with a conference hall for 100 seats, a communications service area, a commentators’ box, a media bar, a broadcasting studio, and a restaurant. Ufa Arena has a traditional “Media Cube Scoreboard” that displays live action of the hockey games and statistics. The hockey arena can be transformed into a venue for concerts, other sports and public events.

During the 2013 IIHF Ice Hockey U20 World Championship Ufa Arena will offer its guests many services and entertainment opportunities: more than 30 food courts will be in service during the championship. The arena also offers 32 sky boxes and 25 restaurant tables for fans who prefer to watch matches in a more comfortable environment. A children’s playground “Madagascar” will be constructed which will allow the youngest spectators a chance to enjoy the festive atmosphere under the supervision of experienced educators.

In addition to the basic renovations of the original project of the universal sports arena, an additional 650 seats were put in and a parking garage was built. The second phase of the construction on the Ufa Arena started in 2010/2011. This included a block of administrative offices on 3 levels, ten additional locker rooms for the teams equipped with showers and toilets, as well as coaching and massage rooms. In addition, a training stage, a sports training hall with dressing rooms and a gym were constructed.

The Sports Palace of Ufa was the home for Russian ice hockey club Salavat Yulayev until the August 2007. Since September 2009 it has been the official home arena for its junior team Tolpar Ufa (MHL) and for the women’s hockey team Agidel Ufa. Besides this, the youth teams of the Salavat Yulayev Hockey School “SDYUSHOR” have their practices and home games in the Sports Palace.

The Sports Palace is the second-largest indoor venue in Bashkortostan after Ufa Arena and the first constructed sports facility with artificial ice. It was built by Stroitelny trust No3 (construction company) by order of Priborostroitelny Zavod (Instrumentation Works). The sports palace first opened on 28 October 1967. The first game was played on 20 November 1967 between Salavat Yulayev and Kazzinc Torpedo Ust-Kamenogorsk. A complete renovation was carried out in 2011/2012 that now meets all the IIHF requirements. The Sport Palace has two skating rinks: a main and a small rink. The Main Rink has the capacity for 3,500 spectators. The facility can be transformed into a venue for major concerts, sports and other large-scale events. The second hockey rink has artificial ice and space for 1,500 spectators. On 9 December 1993, a tennis court was commissioned by Swedish company Karlsson Recourses, which is adjacent to the facility.

During the ‘90s the Sports Palace had its first series of renovations. In particular, the lighting was replaced and a new scoreboard was installed in the main arena. In 2012 the facility underwent a total overhaul and now meets all IIHF standards . The facade of the building has been completely renovated and the entire arena has a new appearance. New stands and a new scoreboard, specialized lighting, and upgraded locker rooms were installed.

During the IIHF Ice Hockey U20 Championship games the Sports Palace gives its guests a cozy and hospitable atmosphere to watch hockey. More than ten food vendors will be present, various contests, promos and other entertainment performances will also take place in the foyer.

Single-game tickets and various packages for the 2013 IIHF Ice Hockey U20 World Championship in Ufa, Russia, went on sale in in September. The ticketing for the event is aimed at offering tickets at a suitable price for all fans. The price for a single-game ticket starts at as little as 80 rubles (€2, $2.50) and goes up to 2,000 rubles (€51, $63) for the most expensive category of the gold medal game.

Hockey fans visiting the games at the Ufa Arena and the Sports Palace can buy ticket packages including daily packages, preliminary-round packages, final-round packages, follow-your-team packages and packages for all games at one of the two venues.

Mascot

Once upon a time high in the mountain forests of Bashkortostan a little baby bear was born. His name was Teamka. One winter day he climbed a tree, and found that all lakes and rivers were frozen and covered with ice. So he started to play ice hockey with all his local neighbours, and his favourite companions were the kids who trained with him. And now, he invites the youth from all over the world to attend the competition!

Teamka was selected in a mascot design contest that took place from 10 February 2011 until 15 February 2012, during which the organizing committee received more than one hundred proposals. The name Teamka unites the Russian name Timofey and “team game”.

Volunteers

Become a volunteer for the 2013 IIHF Ice Hockey U20 World Championship!

Volunteering implies a wide range of activities, formal service and other forms of civic participation that is executed on a voluntary basis, without any financial reward. Today no major sports event can take place without intensive efforts in volunteer work. Volunteers welcome audiences at opening of new sports facilities and help to seat guests in the stands. More experienced volunteers with organizational skills and knowledge of foreign languages can participate in major sports events at the international level.

In return young people who are involved in volunteering at sport events learn about new sports and activities, maintain healthy lifestyle and engage in major sports events.

If you are young and searching for a career path, then become a volunteer! It is the best way to demonstrate your future potential. You will be doing a good deed for the benefit of sport, obtain different skills, and most importantly you will gain knowledge and professional experience. In addition, you will have the opportunity to participate in the unique experience during the 2013 IIHF Ice Hockey U20 World Championship.

About 100 volunteers will take part in organizing 2013 IIHF Ice Hockey U20 World Championship in Ufa. All of them are sportsmen and students of Bashkir Institute of Physical Culture.
